Recognition for selfless service

Smirnov has been volunteering for over 10 years, and during that time, he has made a significant contribution to the Tomsk community. He is the founder of the volunteer organization "Helping Hands," which provides assistance to the elderly, disabled, and disadvantaged.

In addition to his work with "Helping Hands," Smirnov also volunteers at the local hospital, where he provides companionship and support to patients. He is also a regular blood donor and has donated over 50 pints of blood.

Governor Mazur's remarks
